About Vision 2030 for Rule of Law

The Department of Justice officially launched the 10-year initiative, “Vision 2030 for Rule of Law” in November 2020, seeking to promote the proper understanding and recognition of the rule of law by studying its various elements through research, stakeholders’ collaboration and capacity building, thereby contributing to the sustainable development of inclusive and fair societies at both the domestic and international levels.

“2030” is referred to in the initiative to show our support for the Sustainable Development Goals (SDGs) under the United Nations’ 2030 Agenda for Sustainable Development.

Through professional exchanges, research and capacity building with stakeholders including youths, legal practitioners, academics etc., it is hoped that the10-year initiative “Vision 2030 for Rule of Law” can strengthen Hong Kong community’s understanding of the concept of the rule of law and its implementation, enhance development of the rule of law internationally and safeguard Hong Kong's prosperity, stability, and sustainable development.

Vision

To build and maintain a fair and rule-based society underpinned by the rule of law through collaboration with stakeholders towards sustainable development for all in line with the spirit and intent of the United Nations’ 2030 Agenda for Sustainable Development.

Mission

To advance the rule of law and achieve sustainable development goals in related fields through:-

  • Facilitating inclusive stakeholders’ collaboration
  • Encouraging academic and professional exchange and research
  • Enhancing capacity building and dissemination of proper information
  • Organizing promotional activities and contributing to building a strong rule of law community within this region and beyond

Vision 2030 for Rule of Law comprises short, medium and long term targets. Subject to the steer of the Task Force on Vision 2030 for Rule of Law, short term targets include:

  1. strengthening the community’s understanding and practice of the rule of law throughpromotion, education and capacity building;
  2. conducting research and collating relevant data relevant to rule of law;
  3. fostering collaboration with local and international stakeholders and co-organising events to promote and advance the rule of law;
  4. keeping abreast of international and regional development in the rule of law.

In this light, various localised projects and promotion activities have been started to reach out to the local community to promote the proper understanding and recognition of the rule of law at various levels in the society, which we describe as the “3Es” projects .

In addition to the above activities, there are plans in the pipeline to organise various capacity building activities with a view to sharing Hong Kong’s experience in the practice of rule of law. Please click here for the relevant events.
